A WooCommerce website is usually a more expensive project than a standard WordPress website.  It will generally involve everything needed for a standard WordPress website, with the addition of all the product pages, cart and checkout pages, and everything else behind the scenes needed to run an e-commerce store.  My WooCommerce websites start at £5,000 and could be quite a lot more, depending on a variety of factors.

The quick answer is that WordPress is a CMS (content management system), and WooCommerce is a plugin.  WordPress is used for standard business websites, and the WooCommerce plugin is used to turn the entire website into an e-commerce website capable of selling a whole range of products and taking payments.
